Using governors for managing facilities

Hi,
Sometimes in the mid or endgame I have my most cherished core bases which I micromanage (about 20 bases), and many small new ones which I don't care a lot about (20 more), I just want them to grow and give me money and labs. Since micro managing them all is tedious and slows the game pace too much, I'm just a lazy [progeny of unmarried parents] and press the governor button. But wait, I have instructions for them!
First, it's only to build facilities and manage citizens, I keep the terraforming and units production exclusively for me.

What I like about the governors:
 - the ability to set it to build only facilities and manage citizens (don't want to spend time to optimize ALL my bases)
 - the ability to insert whatever I need when I need in the build queue, the governor will continue its actions whenever the construction is done
 - the very good user interface in the base list screen (F4), you can configure governor options for all the selected bases at once, and easily attach a governor to a whole selection of bases

What I don't like:
 - what the heck do EXPLORE, BUILD, CONQUER and DISCOVER will build ?


This is my question, I started to inquire about the effect of different governors, trying to note which building they're gonna prioritize. I just can't understand them. Their list depends on the context. Moreover, there is no  EXPLORE, BUILD, CONQUER and DISCOVER values in alphax.txt for the facilities. Values are given for technologies and secret projects only.

The workaround would be a build list functionnality with copy paste from a template list!
I wish I had templated build lists for bases…

Recycling tanks
(Insert Garrison unit if missing)
Recreation commons
Children creche
Network node
Fusion Lab
Energy bank
Defense perimeter


Maybe I should resign and set the build queue when the base is created...

You know that copy/pasteable build queue templates exist? Just right click the build queue. I use this extensively in the mid and late game.

Haha, It took me some time to see and use the queue feature, truly a life saver during mid and end game.

My understanding is that each Facility takes its C,D,B,E values from its parent tech. Not 100% sure, but it's a place to start.
