It is a bug; only the first player of the turn gets notified, so he has to post the notification.  That is true for all general notifications, particularly on games where random events are turned on.

I have 5 ecodamage from Uni, which will go away next turn.  I have 0 ecodamage from Drones.  So unless you are going hog wild on the ecodamage, I don't understand why the water is rising?

in my case, a lot of terraforming and  ecodemag with both my factions all together about 50, I started it reduces and I think I will reduce drastically the next turn.

how do you manage to keep such a low ekodemage?

I have very little terraforming other than forests and roads; just a few solar collector/farms and mines.  No boreholes or other major ecodamage factors.  And I have Tree Farms in nearly all cities.  So the ecodamage is very nearly zero; I have one city with 5 ecodamage, and it builds a Tree Farm next turn, so I expect the ecodamage to go to zero.

I just hate dealing with rising water.  It would be different if you could highlight squares that are at risk.  But since you can't, I don't know of any way of finding them other than mousing over every square of your domain.

If anyone knows of a better way to find at risk squares, I would love to know about it!
