There's actually quite a few definitions of Dissociate Wave:

Vanilla:

"Units equipped with a Dissociative Wave can counter special abilities that modify combat percentages. This nullifys specials such as the Comm Jammer and Hypnotic Trance."

Implying it works for attackers and defenders alike. But, does Blink displacer count? It technically does modify combat percentages, just not directly...

Scient's patch implies D-wave stops the attacking unit's special abilities, unless the attacker also has D-wave special ability, which cancels out the effects.

Aaaand this one says it halves modifiers:

So which of those is correct? I am using scient's patch myself.

Hmm I always assumed that you used it on attack, to nullify various defensive advantages.  Never actually tested to see if that's what happens though.  You could set your Preferences so that you see your odds before every battle.  That will give you info about what bonuses and penalties are in effect.  Shouldn't take long to figure out how DW actually works.

In my mod, I never use it.  I stuck it way at the end of my tech tree and made it awfully expensive.  That's my way of "soft retiring" an ability out of the game.  Sure you could use it, but if you were actually trying to win the game in the shortest period of time, you would have long since found some other way to victory.

And so we return again to the holy void. Some say this is simply our destiny, but I would have you remember always that the void EXISTS, just as surely as you or I. Is nothingness any less a miracle than substance?
