I'm the Spartans.  Yang was spreading into my Monsoon Jungle.  I never even spoke to him.  Eventually sunspots came and I began chemical attacks.  Unfortunately I'd wiped out very few of his pathetic cities when the sunspots lifted.  I tried to get chemical attacks legalized, but even my Planetary Governor allies the Gaians wouldn't authorize it.  So I just continued and took the sanctions, wiping out many cities.

Now suddenly everyone's declared Vendetta on me, including the Caretakers and Usurpers.  Lame!  Now, perhaps they are reacting to my Infamous reputation.  Which of course is a consequence of U.N. violations.  They shouldn't have seen it that way.  Like if I gassed the Caretakers, the Usurpers and all the other humans would have been just fine with that!

Then Planet just started trashing me, so I quit.  I haven't gone through early chemical weapons consequences in awhile, and part of me wanted to believe I might be able to hang with that.  Nope.  Get too grumpy about the Monsoon Jungle, and the whole thing's gonna sink underwater!  Pretty ridiculous the eco-damage the game claims I was doing.

I think you can rationalise both behaviours. The Usurpers and Caretakers declare vendetta not because of the sanctions but because they are opportunistic and this is an acceptable excuse to war with humans.

And Planet hates nerve gas pods either because of the psychic pain released when nerve gassing cities or because nerve gas affects the nearby nodes of the planetmind. And that can contribute to climate change by disrupting the natural life cycles on planet.

We sort of see this on earth with the poorly understood effects of various ecosystems on climate.

The Aliens don't even understand, 'U.N.'

Planet doesn't react when the U.N. Charter has been repealed.  Chemicals would still be affecting Planet, and people will still feel awful when dying.

You could really stretch it and say that if the UN approves something it represents a consensus amongst the humans and so there's less sympathetic outrage, but, yeah, doesn't make much sense that Planet cares about UN resolutions.
