According to the Odds Verifier, when a Needlejet with a R-Laser attacks a Locust, it does not get a Resonance Attack bonus.  This is also true of an Interceptor with Air Superiority.  Another oddity is that no verification of the odds is given before combat begins.  It just goes straight to the fighting.  I had to take a realtime screenshot to capture this image, which is why you see the neato mid-explosion animation.

The bonus is given, and the Odds Verifier works normally, when attacking a mindworm, an isle of the deep, or a fungal tower.  I did all of these combats in the Scenario Editor, using the original GOG game binary.

The bug was noticed by u/DrZharkov in the Reddit group r/alphacentauri.  I reproduced it.

You may think it's weird that a mere Needlejet without Air Superiority can attack a Locust.  However I've noticed that Locusts can be attacked by ground units as well.

Well, Locusts use the gravship chassis, so it isn't that strange all types of units can assault it (or be assaulted by it).
