Modifying the governor behavior/build lists

Hello, I am new to this community, but I have been playing this game on and off since it came out.

Past the early game, base management becomes tedious, so I use the governor to build facilities in bases that are not making units or secret projects.  Problem is, the governor wastes time on facilities that will be made free by a secret project (command centers, energy banks, etc) or on facilities that are very situational (pressure dome, etc).

Is there a modifiable file that controls what specific facilities the governor can build?

Not playing with Governors much, I know only, that you can choose them indirectly by selecting one of the four strategies: explore, build, discover, conquer for it.
And in general settings for governor, there is option, if it can use multiple priorities. This is as close to what you wish to accomplish, as I know.

Another solution is use build queues. You can put up to 8 items, and there is utility to save up to 8 templates of queues, so one can load these various optional sets of items. I do not know, though, how well it works. I usually define queue for each base separately, later often I need to change it, as game develops with unexpeted outcomes.

From the base overview screen, it is actually possible to customize the governor.  If you select all of your bases and then change the governor settings, you can choose some general behaviors and set the governor for all bases at once.  I make it so that the governor can only make base facilities.  This works well, but I would like to prohibit the governor from making some specific facilities.

I know very little of how the game is coded, but I have never seen the governor make a punishment sphere or relocate headquarters, so I figure the game has a list of facilities flagged as prohibited.  If this exists, I would like to expand it to more facilities.
