Yitzi's Unofficial SMAX patch 3.5

This adds more moddable features, and more bugfixes.  Of particular note are increased options for faction abilities, and the ability to mod how many worms are produced by a fungal pop (details for which are provided in a text file labeled PopWorms).

PRACX 1.08 isn't loading for me with terranx.exe with this patch - Is anyone else having that problem? I'm on Windows 7.

One quick little thing you can check is in your "Alpha Centauri.ini" file.
Under [PRACX] the first line needs to be Disabled=<DEFAULT> in order for it to work.
