Another question/poll regarding IGNOREPREREQ: Tech trading

Once again: In the next patch I'll be adding the ability to have a particular faction build a unit/facility/project without the technology prerequisite, so (for instance) a modded version of  ;miriam; could build the Planetary Datalinks without Cyberethics.

The question is: In such case, should someone who's building the Planetary Datalinks still be highly reluctant to trade Cyberethics to  ;miriam;, or should it be like a tech without the project attached?
