How do I starve a city ?

I wanna get rid of some captured cities w/o incurring atrocities. Someone said to starve them down to pop. 1 and then build a Colony Pod, which should destroy the city. But I don't know how to starve a city. I have take all workers off, but it just says +000 on the Nutrients bar, and the Nutrients box says "stagnant". I don't know what to do to get the Nutrients bar to go negative so that the box says "Starvation".

Help ?

Your base must be on a monsoon jungle square.

Build and supply crawler and send it to a base you mean to keep - set it to transfer a nutrient.

As long as the Nutrients amount is not positive, you are on the right track with no workers. Keep building Colony Pods until the population is 1 (rush them if you want to, but it's not necessary and it is expensive), then hurry the final Colony Pod. You will get an option to keep the base or abandon it.

Can occur with satellites, recycle tanks, or nutrient bonuses too.  But yea rushing pods is much faster if you can afford it

Ah, never used that trick before.
On top of that, harvesting minerals by crawler, or sending minerals through crawlers, hurries the colony pod production.
