I have a ton of work to do, but I'll play tonight or tomorrow if I don't have enough time.
I had to reinstall the game during the process. Can you please remind me what files shall be change and which patch is used? Thx a lot.

Find this line in your alphax.txt:

1,       ; If non-zero, humans can always contact each other in hotseat/email games

and set to zero. Remember, you probably don't want to do that. It's legal to spy on other players via the right click on their name, which yields you their population and SE settings - a wealth of information about their growth and tech choices.
