What Is A "Perfect 10?" In Gaming?

Backstory!
Recently I touched a game called by many the best game ever. The Legend of Zelda: Ocarina of Time. The people I know who actually have it own copies of the 3DS re-release usually, but they still love it just as much as anyone with an N64. You know why I disagree with the perfect 10 it's gotten on multiple reviews? Well, I can say that I picked it up and didnt like it. That brought up the question to me of what is a perfect 10?
 Now, I don't review video games. I obviously have an opinion of how much I like them, but I have watched enough reviews to know how ratings normally work.
1-5 = SuperCrappy/PrettyCrappy. 6-7 = Decent. 8-10 = A classic that deserves to be played.
If I enjoy playing Alpha Centauri more than OoT or even freakin' Pac Man more than "The best game ever" than isn't the game I enjoyed better?
No. Because we have genres. Clearly I don't enjoy Adventure or RPG games that much, although there is a few exceptions. Normally those have some kind of twist. But this leads into my opinion on perfect 10.
I think a perfect 10 in gaming has to be something ANYBODY can play and enjoy. Even me with my closed-mind on trying other genres.
Because I would give "Ratchet & Clank" on the PS2 a perfect 10 over Ocarina of Time.
So what does this lead up to?
I think a 9/10 is what a game polished to a gleam, perfection of a genre deserves. But this can mean their is a flaw.
So I would use 9.5. My point is, I think the only time a game deserves a perfect 10 is when any semi-serious - serious gamer loves it unanimously no matter who you are.
Ocarina of Time gets a perfect ten? NO! I find that I don't know where to go or what to do sometimes, although not often. I think it justifies a 9.5, but not a perfect ten.
My thoughts on that, thought I'd share.

I think your argument is well-presented. SMAC got a 98 from PC Gamer. Highest score ever in that mag. Well-deserved imho, and I do play another genre, wargames, which rarely score above 85.

I see what you mean, BlueFlux, but to me a 10/10 has always meant that it's the perfect game for someone who likes that genre. What we can agree on, I think, is that the perfect review will never be written.

Btw, if the best game in history is going to be a game that anyone can pick up and like, then I guess that Tetris might be a good candidate.

I wouldn't argue if somebody put Tetris at the top of their "Best games ever list."
