Transports and Sea Bases?

I wonder if I'm the only one that does this: 

in any Sea Base that abuts a coast, I build a transport, and have it 'hold', so land-dependent units can move across the coast.

I can't find any discussion that seems to talk about this. Is this such obviously SOP that nobody feels the need to talk about it?

It should count as loading/unloading though unless the units are amphibious, I think?  So a unit still can't bridge all the way across on a single turn?

You should take my advice with a grain of salt: I'm not very good.  Building the transport for the one base takes time a base could be used for other production and after the transport is built it takes 1 support (1 mineral or one of the free units).  Since I don't feel a need to move land units in and out of sea bases (even coastal) that often, using a transport dedicated to an individual base is quite expensive in my opinion.  If I have a sea base that is worth more than one garrison unit to defend, I will likely have the ability to defend it using other methods (building another garrison or more, using naval or air units).  Even if I have to reinforce a sea base from another base, I can use a transport that can do other things as well.

It can make sense to have one transport serving a long coast.  This still costs minerals but Having one transport serving 5 land bases and 8 sea bases is much more cost effective with little loss in utility.
