techcost vs social, +/-research

Is TECHCOST, 110 the same as SOCIAL, -RESEARCH?
Is TECHCOST, 90 the same as SOCIAL, +RESEARCH?

I wanted to try something different from my usual experiments, so I gave my faction TECHCOST, 112. It seemed to make a huge difference from SOCIAL, -RESEARCH; it slowed research a lot more than SOCIAL, --RESEARCH does. I can't imagine what TECHCOST, 120 would do  :o

I'll investigate, of course, but I'm wondering about thoughts & ideas from the good folks here :)

There are differences (interaction with social engineering, and the fact that a natural +RESEARCH or -RESEARCH has an additional effect on tech cost), but TECHCOST, 112 should not slow research so much more than --RESEARCH does...
