Just for fun, I did the scenario, and got a Gold victory on turn 2201.  I am sure it could have been done MUCH faster, but I took some time to smell the roses, getting pacts with University and Morgan, building all 6 of my bases up to the max, and otherwise goofing around.

I first thought the scenario was impossible, because I thought we could not attack cities, but once I found that you could attack cities, the scenerio was straightforward to win.

Thanks for creating a fun scenario to try!
