In a game I just played, I experimented heavily with attacking enemy cities over and over again, not to take them over, but to systematically reduce them to rubble.  It takes a long time, but the AI tends to produce Police Scout units in a city that's on its last legs.  So I kill that and the population goes down.

Unfortunately the technique can be so tedious that I eventually become bored and quit an otherwise viable game.  It might have been more productive to focus on repealing the U.N. Charter, at the rate I was going.

It was, however, an effective adjunct to attacking from fungus.  I didn't want to establish a rail line between us because I had all sorts of other stuff I wanted to build.  I built enough mindworms to wear down the enemy's border cities, but not enough to really conquer them.  I was the Gaians with +4 PLANET, which does give a 40% attack bonus.  I was fighting the Morganites sitting on the Monsoon Jungle.  Also the Pirates got uppity and I used the same technique to systematically reduce their ocean shelf coastal cities to nothing.  Did the same thing to the Cybernetic Consciousness when they got uppity as well.  And then... I'd just done it too much and didn't want to do it anymore.

The morality of this is odd.  Everyone's equally dead, it just takes longer this way than with chemical weapons.
