Necromongers from The Chronicles of Riddick?

Does anyone know if anyone anywhere ever produced a custom faction, using the Necromongers from The Chronicles of Riddick?  They're a death cult that shows up to a planet, completely subjugates it, takes a portion of the populace as new converts, torments them to make them into Necromongers / new cannon fodder, goes back into orbit, and completely obliterates the surface of the world they just conquered.  They believe in something called the Underverse, which people reach by dying.  Their leader makes a pilgrimmage to the Underverse, and comes back as a half-man, "half dead" soul shifting being with strange powers.  The transfer of leadership among the Necromongers is by personal combat, or other intrigues resulting in the death of the leader.  One of their tenets is "You keep what you kill", which Riddick finds out about at the end of the movie.

Back in the day, I remember trying to play Galactic Civilizations II as though I was simulating the Necromongers.  I didn't get very far with that because I didn't actually try to mod the game.  Aside from playing as an Evil faction it didn't really work out.

It occurs to me that the Necromongers are the kind of faction that could show up on Planet at some point in its history.  I don't think I could really do them justice unless they had those planet-wiping super nukes at their disposal.  In game terms I think they would be a radius 16 nuke!  You'd need maybe 20 of them in a geometric pattern around a planet before initiating "Ascention Protocol".
