Builder MP - Ruleset

Playing this game "Garland Legacy", setting thread and game is here:

I am thinking now about a general ruleset for multiplayer games, that we could call builder ones.
In practice, that would seem as all players play some union or confederacy of factions against AI.

So this is to start a conversation about it.
What are your thoughts on this?
Any ideas on possible rules, that would make such games possible to play. We would need some good ones, as such games would be still MP for the game, so players could theoretically make the game a "conquer other humans" game. Yet, setting "permanent alliance/pact" would be too limiting, I think.
