What does the "..." Planetary Council vote do, if anything?

In alpha(x).txt, you can enable what looks like a deleted proposition for Planetary Councils to vote on.  Does enabling and passing this actually do anything? 

Yes, I tried the experiment of enabling it and pushing it through in a test game, but couldn't find any effects; I'm wondering if it actually does something that I just missed.
