A couple of the expansion techs can't be removed. There's at least two (progenitor psych and field modulation) that are 'hardwired').
And the type (not number) of starting units (like the Battle Ogre Mk. 1) can be changed too in the #units section of the alphax.txt file. Remember that this affects what some drop pods give upon opening them and human starting units (scout and colony pod).
