Title: Bases being submerged

If a base without a pressure dome is submerged due to global warming or terraforming, it is not always destroyed.  Instead, what happens is that the population hurries to build a pressure dome, so it loses half its population but gets the pressure dome.

The population loss is capped at 10, but has a minimum randomly chosen in the 2-4 range (1d3+1).  If this minimum is at least the base's total population, then under certain circumstances (which seem to mostly be scenario-objective-related, but I'm not sure, and also seem to apply in my testing for some reason) it will remain with one population; if not so protected and with population under the minimum loss, that is the only time it will be destroyed.
