Title: Incite Drone Riots bug?

I was trying to do the Drone Succession Wars scenario, and ran into a problem.  No matter how many times I "incite drone riots" with my probe teams, I cannot make the cities riot.  Now I am not an expert on inciting drone riots; I can't recall ever bothering before now.  But I would think that a dozen problems hitting a city with "incite drone riots" every turn should have some effect.  However, in my game, it seems to have no effect.

Here is a save that you can use to see what is going on.  I have 7 or so elite probe teams next to a city.  Send all of them into the city and see what happens.  NOTHING! (on my system, anyway).

Please let me know if you have a different result, or if you can explain what is going on here.  Thanks!

I don't think I've EVER successfully incited a drone riot, now that you mention it. I get a "Drone activity has increased" and nothing happens. 

Never seen a base defect to the Drones, either.

I actually remember playing that one. Inciting a drone riot will add up to only 1 drone no matter how many times you do it. If they have adequate police and facilities to suppress that extra drone you will not see an effect. You should be able to see the difference though if you have infiltrator and look at the bases psych report. the extra drone i believe is added to the unmodified line.

If inciting a drone riot will only add 1 drone, no matter how often it is done, then the scenario is impossible.  Even if I sabotage to the point that there is not a single building in the cities (which I did), the drones can still be handled with police and psych.

IF I was allowed to attack the city, I could eliminate all police, and probably get the desired results.  But the scenario explicitly forbids attacking a city.

I did manage to get a single city to riot, so I suppose I could submit this save for bronze victory points.  But it is disappointing to have a "no-win" scenario, especially since I had enough firepower to win by simply taking over the cities if it was permitted.

You are allowed to remove the city defensed by force IIRC.

removing the defenders of the cities which act also as police is the only way to finish the scenario.

Great!  Thanks for clarifying that!  I missed the part about being able to engage the base garrison.

If I do that, I believe I can win.  I will go back to an earlier save point, and give it a try.

I've had a base (well Lost Eden city) defect to a random enemy faction before.
